Simon and Cad realize this as well, and so Simon decides to mass-produce his magical tickling feathers and dump them everywhere, so everybody everywhere laughs endlessly. Once Underdog finishes his business with the Leaning Tower, he flies to the voting booths with Polly where the two villains cast the votes. Simon makes feathers tickle both Polly and Underdog.".
